From January 20 to 22, 2025, Franssen Tolboom will be attending Europe’s largest gaming exhibition, ICE 2025, in Barcelona. This premier event brings together professionals from the gaming and gambling industry to discuss current trends and future developments

In late 2024, the evaluation report on the Remote Gambling Act was published. The report highlights the need for further refinement of various aspects of the legislation, particularly concerning player protection. In 2025, an official policy response and a new policy vision from the State Secretary are expected. These changes are anticipated to lead to significant amendments to Dutch gaming legislation, impacting both operators and players.

In addition to these expected legislative changes, other important developments are also shaping the industry. The gambling tax rate has recently increased, the Dutch Gambling Authority (Ksa) is conducting more intensive duty-of-care investigations, and the licensing application process is also being reviewed.

Lastly, the preliminary questions referred to the Supreme Court regarding Dutch player claim cases could significantly impact the legal position of operators who offered their services in the Netherlands without a local license before 1 October 2021.
